No basic in gam commands

hello admins and owners i have a small little problem i'am having with
your server,i have no in game commands suck as the basic essential commands
like /spawn,/web and so fourth,i do not know if this is made for admins to
use these commands or all public user members, and i have no clue if it is or not a bug in the game server,i would appreciate on how to fix or a heads notice of why this is happening.
